Great Britain had created a machine for making war over the course of the eighteenth century, what historian John Brewer has called “the fiscal military state.” It featured an administrative network designed to raise, harness, and deploy resources for military goals, and to maintain borrowing levels through the Bank of England on an unprecedented scale. It was a machine designed to outspend and outlast any European opponent in war, which it had proceeded to do in three wars earlier in the century.8
